A virtual review meeting is scheduled for 2:00 pm November 14, 2024 to discuss the project and answer any questions; Zoom meeting link below. Additional questions regarding this RFQ may be submitted before 12:00 Noon, Monday, November 18, 2024 via email to Wayne Felton at wfelton@nemamanagement.com. All questions will be answered by the end of the day Friday, November 22, 2024. All proposals are due Friday, December 6, 2024 at 5:00 pm. Provide five (5) paper copies of your submittal and one electronic copy. Please note that you should allow at least one additional day for delivery by FedEx, UPS, and USPS because overnight delivery may be delayed.

Warren County Schools is seeking the services of a Construction Manager at Risk (CMaR) for the construction of the renovation and addition for a new Elementary, Pre-K to 5 School at Warrenton, North Carolina. The school system has issued a Request for Qualifications. The deadline for the receipt of responses to the RFQ is 3:00p.m. on November 15th, at NEMA Management, 1020 Southhill Drive, Cary NC 27513. Requests for Qualifications Instructions

This Request for Qualifications (RFQ) is designed to comply with all applicable rules and regulations – including all Board of Education Policies. Construction Manager at Risk firms wishing to submit for consideration should follow the guidelines established herein. A Statement of Qualifications (Exhibit 1), along with supporting documentation, should be submitted to Mr. Wayne Felton, NEMA Management, 1020 Southhill Drive, Cary NC 27513, before 3:00 p.m. on Friday, November 15, 2024. Statements of Qualification received after that time will not be considered.

1. Projects

The Project is a renovation and addition to existing New Tech high school for a new Elementary, PreK to 5, school. The CM will be responsible for site work, renovation of existing building, construction of new addition to school, landscaping, parking areas, roadway improvements, site utilities and all other aspects associated with construction.

We anticipate the school will be a single-story steel framed building, some masonry walls, and a standing metal seam and TPO roof. Current Utilities providers are Duke Energy for electricity, Town of Norlina for water and sewer and Frontier Natural Gas is studying extending gas to site.

2. Executive Summary

Executive Summary limited to three (3) pages including the name of the Proposer, location of Proposer’s principal place of business, a brief narrative description including the age of the business, type of business organization and services offered. Summary should describe the Proposer’s approach to providing Construction Management at Risk project delivery. Identify the Proposer’s strengths and any special qualifications your firm may possess. Summarize your firm’s approach to preconstruction, construction and warranty/closeout phases of a project including Proposer’s approach to project safety during preconstruction and construction.

3. Schedule

Submit qualifications by 3:00 p.m., Friday, November 15, 2024. Construction Manager at Risk firms selected for interview will be notified on December 6, 2024.

4. Selection Criteria & Format of Proposal

The criteria in the Statement of Qualifications form (Exhibit 1) will be used by the selection committee to evaluate your submission. Please note, it is very important that you follow the exact order when responding to each item on the form. Not doing this makes it very difficult for the selection committee to evaluate your submission. Also, answer all questions and fill in every blank where applicable. The information may be provided on a separate document, but the format and order must be followed. Provide five (5) paper copies of your submittal and one electronic copy. Please note that you should allow at least one additional day for delivery by FedEx, UPS, and USPS because overnight delivery may be delayed.

5. Questions

Questions regarding this RFQ must be submitted before 12:00 Noon, Friday, November 8, 2024 via email to Wayne Felton at wfelton@nemamanagement.com. All questions will be answered by the end of the day Monday, November 11, 2024.
